He attended Pontificia Universidad Católica of Santiago, majoring in civil engineering (1968); Doctor in Language Philosophy; appointed Doctor Honoris Causa by Universidad de Tarapacá; Politician, businessman and entrepreneur. Senator of the Republic, representing Tarapacá Region for the term 2002- 2010. President of the Defense Commission, and of the Special Commission of the Knowledge Society. Founder of Fundación Mercator, Founder of Fundación Región y Desarrollo. Founder and President of Altamira School.
In 1970 he was appointed General Technical Director of Corporación de Fomento de la Producción (CORFO), and at the same time he was a Director of Banco Interamericano, and President of Instituto Tecnológico de Chile. He was Minister of Economics, Minister of Finance and General Secretary of the Presidency during the government of President Salvador Allende.
