He attended the School of Physical Sciences and Mathematics of Universidad de Chile, majoring in civil engineering with a postgraduate degree in Economics Theory at the "Centre d Etudes de Programmes Economiques". Master in Economics at Harvard University. Former minister of Education.
 
His long experience includes being member of the Executive Secretary of the Economic Committee of Ministers, during the government of President Salvador Allende. Between 1975 and 1976 he was a visiting researcher of Harvard Institute for International Development. Between 1982 and 1983 he was again a visiting researcher, but of Wilson International Center for Scholars Smilhosian Institution in Washington.

Vice-President of the newspaper "El Fortín Mapocho" until 1987. Director of manufacturing and real estate companies, and President of Latin American Center of Economics and International Politics (CLEPI), for an 8-year term, until 1993.
 
Founder member of Partido por la Democracia, where he held several positions: Vice-President in 1990; General Secretary, from 1990 to 1992, and President in 1992. In December, 1993 he was elected Senator by the 1st District of the First Region, and he was a member of the Economics and Finance Commission. In 1998 he was a member of the Economics Commission. Since 1994 he was also a member of the Executive Committee for the Inter American Dialogue in Washington, and he was also appointed President and Director of Fundación Región y Desarrollo.
