He studied law at Universidad de Chile, Master in Public Policies of the John F. Kennedy School of Government, Harvard University. Current Minister of Transportation and Telecommunications.
President of the Antitrust Commision (2000-2002) and member of the Resolutory Antitrust Commision (2002- 2003). During his professional career he has been advisor to the economists and former ministers, Alejandro Foxley, José Pablo Arellano and José De Gregorio, as well as of the former President of the Central Bank, Mr. Carlos Massad.
Former Professor of the School of Government of Universidad Adolfo Ibáñez and Academic Assistant Director of the Master in Management and Public Policies Program of such School. Also, he is a professor of the Public Policies Program at the School of Engineering and at the Law School of Universidad de Chile, as well as at the Law School of Universidad Diego Portales, where he teaches Economic Regulation and Public Policies.
He attended San Ignacio School, El Bosque, and he is an active participant of the Jesuits Movement of Communities for Christian Life (CVX). He was the President of the Alumni Association of San Ignacio School, as well as President of the Law School of Universidad de Chile, Coordinator of the Human Rights Commission of FECH and National Head of the Christian Democrat University Students.
