He was a Senator of the Republic, (1998 - 2006) and President of the Finance Commission at the Senate and of the Budget Joint Commission, until April 2005.

His long career includes being Member of the International Advisory Council of the Council on Foreign Relations, New York (1998); Minister of Finance of the Republic (March 1990 - March 1994), during the whole Presidential term of Patricio Aylwin.

He is also the author and editor of twelve books on economics, economic development and democracy issues.
